Outside of BIOS power-on passwords, hard drive encryption passwords, biometrics (i.e., fingerprint scanner) and Windows passwords, I'm not aware of any way to keep people out other than physically manipulating hardware (i.e., hard drive jumpers, ribbon cables, etc.) to trick people and make them think it's not bootable. You may want to contact Dell directly to see if they have a hardware-based solution.
